spotify: move Settings to common module

Guillaume Desmottes requested to merge gdesmott/gst-plugins-rs:spotify-common into main

Will be used to implement the lyrics source element.

Not needed now but will make my life easier as I have to keep maintaining a branch with the spotifylyricssrc element, used by Karapulse, until librespot release their devbranch.
