matroskademux: Take segment stop into account when need_segment

Vivia Nikolaidou requested to merge vivia/gst-plugins-good:matroska_segment_stop into master

Otherwise, in the case of e.g. a deferred seek event, the segment stop would be replaced with GST_CLOCK_TIME_NONE.
