Set of minor RTP enhancement

Nicolas Dufresne requested to merge ndufresne/gst-plugins-good:rtp-enhancement into master

This removes an unused, and confusing internal function, improve the logging in RTX send to help understand what is happening, and improve the RTX count stats so that we can have RTX receive count and RTX send count seperatly and well identified (this one is backward compatible, rtx-count means receive count as usual).
