video-hdr: Don't define HDR format specifier yet

Seungha Yang requested to merge seungha.yang/gst-plugins-base:hdr10p-format-drop into master 
... and define only GstVideoHDR10PlusMeta, not for
the other possible HDR specification support because
we have no clear use case for HDR format specifier via GstCaps
and neither do future HDR specification support at the moment.
