alsadeviceprovider: Remove redundant start function

Olivier Crête requested to merge ocrete/gst-plugins-base:alsa-no-fakemonitor into master

The ALSA provider doesn't provider live monitoring, so don't pretend otherwise.

With the merge of gstreamer!353 (merged), this is entirely redundant.
