rtcpbuffer: fix padding management

Open Miguel París Díaz requested to merge mparisdiaz/gst-plugins-base:fix_rtcpbuffer_padding into master

Some padding management in case of RTCP is buggy and not spec complaint (eg: RFC3550).

This merge request fixes it.
