videoencoder: release stream lock finish subframe

First a patch to release the stream lock during the pad push as in finish_frame. See https://bugzilla.gnome.org/show_bug.cgi?id=715192

Then few minor adjustment such as protecting the use of num_subframes in finish_subframes
