meson: Fix optional dependency in examples

Wonchul Lee requested to merge wonchul/gst-plugins-base:wip_build_examples into master

It fixes not to break the build when enables examples and the sdl/qt dependency is missing in the host environment by changing it to optional. The examples option has been checked in the upper meson build script, gst-plugins-base/tests/meson.build, no need to check in each example again.
