rawbaseparse: check destination format correctly

Daniel Knobe requested to merge danielknobe/gst-plugins-base:rawbaseparse_gstformat_supported_fix into master

Duplicate line "gst_raw_base_parse_is_gstformat_supported (raw_base_parse, src_format)". Fixed by changing the src_format to dest_format.
