compositor: Add scaling policy to support PAR-aware scaling

Adding "sizing-policy" property for user to be able to specify scaling policy (aspect-ratio for example). At the moment, supported mode is only keep-aspect-ratio, but we might be able to add more policies such as cropping, etc.
