Remove wels/ prefix from #include

Daniel Pocock requested to merge pocock/gst-plugins-bad:pocock/openh264-include-wels into master

The OpenH264 project provides a pkg-config file with their include directory for CFLAGS

Therefore, it is not necessary to include the wels/ prefix in the #include statements.

For example, on some packaging systems, we might install to /usr/include/openh264 and completely discard wels/
