VA: Fix several caps issue of feature and definition and add GST_CAPS_FEATURE_MEMORY_VA.

He Junyan requested to merge He_Junyan/gst-plugins-bad:VAMemory_common into master

Define the GST_CAPS_FEATURE_MEMORY_VA to replace the simple string usage. And we also correct the src caps of each decoder. Though it is only used as the DOC caps, but still need to be corrected.
