va: add a GstVaBaseTransform derivable class

Víctor Manuel Jáquez Leal requested to merge vjaquez/gst-plugins-bad:va-base-filter into master

The purpose of this derivable class it to encapsulate the common logic of libva-based filters (those which use GstVaFilter).

Right now only vapostproc will inherit for it, but also the future vadeinterlace element, and maybe others.
