msdkenc{h264,h265}: add intra-refresh-type property

The SDK allows user to specify the intra refresh type which can improve error resilience without significant impact on encoded bitstream size caused by I frames [1]

my only question here is if you checked other encoders if they offer similar capabilities in order to share the same parameter, at least. Remember that properties are API for users, so you'll have to stick with it after the release.

I didn't see IntRefType used for other encoders in https://github.com/Intel-Media-SDK/MediaSDK/, so I didn't add the new property as a common property in msdkenc.
