interlace: Various fixes + Add field switching mode for 2:2 field pattern

Vivia Nikolaidou requested to merge vivia/gst-plugins-bad:interlace_switch_fields into master

In the 2:2 field pattern, interlace can switch from bottom-field-first to top-field-first.

Also made a few fixes that I found along the way, see commit messages.
