validate: fix up gir namespace and symbol prefix

Change gir namespace and symbol prefix from GstValidate / gst_validate to Gst / gst, same as we do for other libs like GstVideo etc.

Helps with warnings about GST_IS_VALIDATE_*

sgtm, it doesn't change the namespace of the gir so I believe this is safe.

OK, I was wrong (should have checked, sorry), this breaks usages in python as we it makes GstValidate.Runner now being called GstValidate.ValidateRunner, which is not what we want, I will fix it.
