gitlab/ci_template: skip cerbero builds for gst-build changes

Don't think there's any point in building cerbero things on the ci if we're testing changes to gst-build.

Not sure this works though. I have tried pushing a branch with the same name to gst-build, but I don't think it will pick up the modified template?
