Rework docker image builds

This is a minimal set of changes emulating how freedesktop/citemplates builds function. Hopefully we will able to keep on porting and things to citemplates itself and getting rid of our copy/buildah bud implementation down the road. For now its mostly a copy-paste as citemplates don't use dockerfiles but buildah commit/run instead.
