Fixes gst-docs CI
This removes some cerbero jobs from the gst-docs CI, which should fix error in gstreamer/master and enable the CI pipeline automatically in gstreamer/master, as it's needed by an external cron.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
