Band-aid optional subproject interaction with its feature options

Nirbheek Chauhan requested to merge nirbheek/gst-build:meson-options-bandaid into master

If you pass -Dgst-plugins-bad:plugin=enabled and a dependency required by plugin isn't found, Meson will skip gst-plugins-bad entirely and continue.

As a band-aid around this, enable bad and ugly by default and also reorganize the options into enabled/auto/disabled sections.
