New subproject win-nasm to provide nasm on Windows

This is needed for building openh264 as a subproject. Currently it's downloaded unconditionally since the download is very small.

Building the openh264 plugin on Windows requires https://github.com/cisco/openh264/pull/3094, so we should probably wait for that to get merged before merging this, otherwise the windows build will start failing.
