Add wpebackend-fdo wrap file

Philippe Normand requested to merge (removed):wrap-wpebackend-fdo into master

This will allow the wpe plugin to require WPEBackend-FDO 1.7.x which has support for headless SHM. Hence we should be able to enable the wpesrc integration tests in CI.
