Fix fetch package when building with visual studio

gst-plugins-good.recipe: Remove taglib as a dependency too
This was accidentally missed.

packages: Add tiff:libs to codecs, needed by spandsp
Otherwise we won't fetch it in fetch-package, but it will get pulled
in as a dependency while cooking.
