spandsp: port to Meson

amyspark requested to merge amyspark/cerbero:update-spandsp into main

The tarball was last released in 2014, the (unreleased) current version includes MSVC support (albeit in a bit unoptimized form -- lacks SSE3+ acceleration. Not critical enough as the library itself doesn't implement CPUID.)

EDIT -- I've modified and made ready the MR, targeting just the released tarball. I still have the Git version in case it's wanted.
