Draft: spandsp: Move to Git and port to Meson

amyspark requested to merge amyspark/cerbero:update-spandsp into main

The tarball was last released in 2014, and the current version includes MSVC support (albeit in a bit unoptimized form -- lacks SSE3+ acceleration. Not critical enough as the library itself doesn't implement CPUID.)
