libshout: remove as it was never actually shipped

This MR may be also necessary because I'm getting Invoke-WebRequest: Authentication failed because the remote party sent a TLS alert: 'ProtocolVersion' whenever pulling stuff from downloads.xiph.org.

Turns out that downloads.xiph.org pulled support for TLS < 1.3, and Windows 10 doesn't officially support it.
