windows.config: Bump minimum OS version to Windows 10

This MR is to make official the minimum requirement of Windows 10 in the SDK. Already recipes like Glib and Pango (post !1048 (merged)) make use of it upstream.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
