enabled libgstvulkan support for macos, win, and linux compilations

Enables Vulkan elements to be bundled with development packages for macOS, Linux and Windows.

Disclaimer : I did not test this for Windows but have tested it on Linux and macOS, but should work in principle as all this does is to prevent the removal of libgstvulkan for macOS, Linux and Windows during compilation.
