libtheora: add Meson build

Tim-Philipp Müller requested to merge tpm/cerbero:theora-meson into main

Based on wrap 1.1.1-2 in wrapdb, plus fixes = equivalent to wrapdb v1.1.1-3.

Todo:

  • clean up recipe file
  • enable asm where it works
  • fix fedora deps job (missing libraries during package stage, see below)
