trigger-jobs: Only run perf jobs if the traces is successful

Guilherme Gallo requested to merge gallo/mesa-performance-tracking:trigger-only-when-pair-is-auto into master

The -traces-performance jobs should not run if their respective -traces job is not successful or it is manual.
