etl/cqs: Avoid duplicates in the first row's panels
The first panel (gauge chart) is out of sync with the Merge requests vs Streak pipelines graph due to duplicate points in the extract pipeline database.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
