dashboards: DUT duration filter out running jobs

Running jobs can:

• skew our data down, because we are considering partial job runs
• skew up, due to cancelled jobs via GitLab and the lack of finish time (there is no graceful exit yet)

Also, improves the documentation:

• Add the About panel
• Explicit says that we are looking on average durations
