kconfig: Enable Intel IOMMU ATS scalable mode

This is a recommended setting. Without that setting in .config (or with a .cofig generated from a defconfig or an old .config with the opposite setting), MTL is not able to use ATS (Address Translation Services), which are supported by i915 on that platform only in scalable mode provided by Intel IOMMU.
