metrics: Include all bugs in metrics report

Bret requested to merge bretdavi/cibuglog:metrics_fix into master

Only bugs that had components in a trackers components followed list were being included. Most trackers don't use this field, so all the bugs for these trackers are not being included in the report.

@mupuf Not sure if this is the best way to handle this, but wanted to push the patch for feedback.
