bugtrackers: Update bug's tag_list to use tags

Bret requested to merge bretdavi/cibuglog:bug_tags into master

Thankfully realized before replicating that I needed to set the issuetype for CI Bug Log, as it defaults to 'Bug' which not all of them are. I Noticed that the tags weren't being populated, as the tag_list field didn't get updated in the bugtrackers file.

Need this to go through before I can replicate, as I am using the "Bug" label in CI Bug Log's gitlab to set the issuetype
