Draft: Add issue subscribing

Emil Laurentowicz requested to merge elaurentowicz/cibuglog:issue_subscription into master

Add a feature that will allow people to subscribe to specific issue and get notified when a new fail occur. This will be especially useful with bugs that rarely occur but still need to be monitored.

Add a small fix to the last migration as well.
