Wait after issue creation.

Sergi Blanch Torné requested to merge sergi/ci-uprev:bugfix_wait_issue_creation into main

When there is a problem in the uprev process and the tool likes to report it, the generation of the issue in GitLab can be problematic. Between the return of the create call until this issue is published, there is a variable time. So, here is an improvement of this peacefully active waiting.
