extend ci-uprev to also uprev_piglit_in_mesa

After some work reviewing the necessary changes to accommodate a way for this tool to uprev other pairs of projects (aka the refactoring) here is a proposal to extend the uprev to the couples:

  • uprev_mesa_in_virglrenderer
  • uprev_piglit_in_mesa

Due to dependencies, this branch is far away from the main branch. So here is a comparison between revisions from where main should be when ready to merge.
