Report an issue when jobs don't produce artifacts

Our experience with venus-lavapipe shows us that certain uprevs can produce jobs that fail without generating artifacts (core dump or job timeout). So it is not a ci-uprev issue but an integration problem that the developers must know. So here is the proposal to create an issue for the target project to have a record of the problem.
