Bound the update expectations ament to when needed

Sergi Blanch Torné requested to merge sergi/ci-uprev:dont_amend_when_no_need_to_update_expectations into main

The execution produces a commit amend after reviewing the results that are unnecessary when there weren't failing jobs. So we can move this commit action to the section where it is known whether it is required.
