Merging !812, !818, and !819 + extra logging and potential fix for a slow executor job startup issue

Since our tests can't run on the generic runners, here is an MR that contains executor/pdu: Extend DevantechPDU test (!812 - closed), executor/boots_db.yml/rpi: include i2c-bcm2835 ... (!818 - closed), and telegraf-container: build for amd32 too (!819 - closed).

I've added extra logging and a potential fix for another issue that @jasuarez has been experiencing, as a bonus.
