make: drop `-container` suffix to image build targets

1. these are images, not containers, 2) telegraf didn't have the suffix, while gateway{,-base} and machine-registration did, and 3) we always say make gateway to each other, and users expect that, so let's make reality match to avoid having to type the command, see it fail, and try again with the "correct" command.
