ci: unbreak valvetraces-enrollment-container build

Eric Engestrom requested to merge (removed):arch-python-externally-managed into master

Now that ArchLinux aligned with other distros and marked the packaged python as EXTERNALLY-MANAGED, we need to use the same --break-system-packages argument.

Additionally, gcc, automake & make are now required by base-devel which means we can't just remove them anymore.
