ansible: base: config.d-permissions

Simon Hallsten requested to merge flightlessmango/valve-infra:config.d-permissions into master

/mnt/permanent/config.d cotnains some secret that we don't want all services to have access to. This service sets config.d to 770 and owned by root:config.d. The files in config.d is set to 640
