gitlab-integration: Use the Mesa commit rather than templates commit

Charlie Turner requested to merge chturne/radv-infra:cturner/internal-container-cache-key into master

This is for the cache key. Unfortunately can't just append it to the existing tag, because there's a character limit of 128 characters. So, replace the MESA_TEMPLATES_COMMIT with CI_COMMIT_SHA, the latter being more suitable for internal cache management.
