valve-infra-base-container: cut a new release, add netcat and setuptools

  • valve-infra-base-container: cut a new release
  • setuptools are required by pip (and ansible.builtin.pip). For some reason this is not being pulled anymore.
  • Netcat is useful to access the DUT logs provided by salad.
