readme: update, fix issues

clayton craft requested to merge craftyguy/valve-infra:readme_improvements into master

This attempts to update a number of things that have changed in valve-infra, but did not have readme changes to document them.

This also fixes some issues with the documentation, like EXTRA_ANSIBLE_ARGS really being called ANSIBLE_EXTRA_ARGS.
