Update the list of machine tags

This MR updates the list of tags we generate for test machines. It also makes re-enrolling of the machine an automatic task so that we can update machine tags more freely, with only one job failing per machine rather than continuously failing until a human set the machine as not ready for service.

I would suggest merging all but the top commit first, deploying it, then cutting a new release of the machine registration container.
