add integration testing for gateway

clayton craft requested to merge craftyguy/valve-infra:vivian-integration into master

Rebased from Charlie's earlier attempt, and changed to use the executor's REST API for querying status / validating expectations for testing.

Currently this is pretty basic, it does:

  1. adds a VM DUT and triggers discovery
  2. validates that DUT is registered
  3. validates that DUT trains successfully

replaces !208 (closed)
