dashboard: do not set focus when executor is down

Ana Guerrero requested to merge ana/valve-infra:executor_restart_dashboard into master

When the executor is down, the dashboard can't retrieve the PDUs/machines info and the PDUs box isn't shown. This means it's impossible to keep the focus where it was before because the widget has dissapeared.
