executor/gitlab: un-hardcode the allocated gateway runner ressources

Martin Roukala requested to merge executor_gitlab_dyn_ressources into master

This enables exposing most of the ressources of the gateway, without having to modify the gitlab runner config template.

This should enable us to run some jobs faster, especially on beefy gateways.
